La Reserva

La reserva es catalogada como Reserva Natural Provincial Paleontológica y Arqueológica de Pehuen-Có – Monte Hermoso. Es una APCM (área protegida costero marina), creada el  9 de noviembre de 2005. En agosto de 2014 fue declarada “Lugar Histórico Nacional” por la Comisión de Cultura de la Cámara de Diputados. La misma se encuentra en la costa sur de la provincia de Buenos Aires, Argentina. Esta Reserva esta en la lista para ser declarada patrimonio de la Humanidad por la UNESCO, que desde la anterior gestión se encuentra frenada y seria el primer patrimonio de la UNESCO en la Provincia de Buenos Aires.

La misma se creó hace once años y solo hace seis años se instalaron los alambrados divisorios correspondientes al perímetro a conservar y proteger. Su superficie es de 2.542 hectáreas. Está compuesta por tres áreas distintas de manejo. El área 1 (A1) se encuentra en la playa y va desde el Barco Hundido conocido como La Soberana hasta limite con los terrenos de la Armada, a tres kilómetros de Pehuen-Có, el área 2 (A2) en Pehuen-Có y el área 3 (A3) en Monte Hermoso. La reserva se caracteriza por conservar  huellas de megafauna 12.000 años en A2 y huellas de civilización de 7.000 años atrás en A3. A pesar de su importancia, la dotación de personal con la que cuenta es solo de tres guardaparques en Pehuen-Có y dos en Monte Hermoso.

Qué visitamos

Nicolás Manterola es guardaparque del área 2, que desde el Proyecto Sin Alambrados fuimos a conocer a medianos de noviembre. Él nos recibió en su modesto puesto de trabajo: “Puesto Ostrero”. Hasta el puesto se puede acceder solo a pie o en vehículos 4 x 4  desde la bajada El Arbolito, a dos kilómetros de allí. El camino es por la playa, donde uno ya puede observar la gran cantidad de caracoles marinos y tubos  construidos por cangrejos.

Después de una charla con unos mates en su garita, salimos a recorrer la zona. Nos mostró cuánta biodiversidad podemos encontrar.

En la zona costera, pudimos observar parejas de Ostrero común, ave costera que anida cada un kilómetro, cuidando siempre su perímetro. Particularmente en esta área de la reserva la cantidad de parejas son escasas, entre seis u ocho, por lo cual cualquier impacto en la zona de anidación el nivel de afectación es grave para su población. Las placas de sedimentación que hacen de base a toda esta región son registro actual de la vida hace miles de años atrás, que han quedado plasmados en huellas hasta el día de hoy. Hace 12.00 años, la megafauna desarollada habitó la zona donde se encontraban ríos y rica vegetación, allí el Megaterio (4,8 metros de altura y 5 toneladas de peso) junto a otras especies  habitó la zona y dejó sus huellas. Las mismas se pueden visualizar a simple vista. Otras especies que dejaron sus marcas fueron las aves, pudimos detectar las de flamencos entras otras no clasificadas.

El viento permanentemente se hacía notar en la cara y desplazaba grandes cantidades de arena por el aire. Tomamos reparo al introducirnos  en la zona de dunas, donde encontramos incontables cuevas de Tuco-tuco, especie de roedor que habita en sus profundidades. Nicolás compartía su conocimiento de la zona indicándonos detalles de la composición del suelo que reflejaba los ciclos hidrícos del pasado. Para con la flora pudimos apreciar al Neosparton  ephedroides o darwini, especie vegetal endémica encontrada por primera vez por el naturista británico Charles Darwin, en sus andanzas en esta zona. Este vegetal se encuentra solo en la zona de Pehuen-Có y en la provincia de Mendoza, siendo de esta manera, de gran importancia. Esta se encuentra en la Lista Roja de especies en Argentina.

Los guardaparque bonaerenses son empleados por el OPDS, Organismo Provincial de Desarrollo Sostenible. Parte de ellosse encuentran trabajando bajo situación terciarizada lo que genera que cobran su salario cada seis meses y cada mes tienen que pagar el monotributo, no le cuentan la antigúedad laborarl entre otras dificultades laborales generadaspor estar contratados por la Provincia, (sin olvidar que son dieciocho guardarparques que se encuentran en esta situación desde hace seis años). Esto les exige una administración del ingreso desfavorable teniendo en cuenta la pérdida del valor del dinero con el paso del tiempo. Los recursos con los que cuenta, suministrados por el Estado, son limitados para no decir inexistentes. No tienen herramientas de trabajo en general. Nicolás camina seis kilómetros diarios para ir a trabajar, otro compañero que vive más lejos camina ochos kilómetros por día, deseando en el camino que alguien los alcance aunque sea hasta “El arbolito”, lugar donde sólo se puede seguir a pie o en vehículos 4×4, comentado anteriormente. Si tuviesen un cuatriciclo, la tarea sería más amena. El cuatriciclo asignado a esta zona no llegó a durar más de un mes. Era viejo y no apto para el tipo de terreno y luego de romperse aún no ha sido arreglado para ser utilizado.

El puesto de trabajo o casilla ha sido construido por los guardaparques mismos reutilizando materiales, en su gran mayoría materiales que trae el mar a la costa y materiales de restos de obras, como por ejemplo las ventanas.

Otro problema y no de menor relevancia es la extracción de los caracoles por parte de los visitantes a las playas de Pehuén-Co. Por ejemplo, ya despareció un cementerio de la especie Voluta Reina, caracol que sirve como nido del pulpo argentino y a su vez sirve como aporte de calcio para el crecimiento de las almejas y otras especies. Este es un claro ejemplo de que la mínima acción por parte del ser humano puede afectar de una manera incalculable la cadena trófica de un ecosistema.

El problema principal socioambiental se da con el grupo de personas denominados “Los Tuercas”, refiriéndonos a todos aquellos que abogan por la cultura “Dakar”.  Esta problemática comenzó con la aparición del vehículo todo terreno Jeep Ika, invitando a recorrer las playas de la costa argentina con mayor enfásis, aumentando esta actividad desde los años ochenta a la actualidad. En las últimas décadas se le ha sumado una gran cantidad de cuatriciclos y motos todoterreno, areneros y camionetas 4×4. El tránsito informal que se da en la costa y las dunas tiene impacto  entre las playas de Monte Hermoso hasta Pehuén-Co,  no sólo en la vegetación endémica de las dunas sino también, por desconocimientos, sobre las placas de arcilla que contienen huellas de importancia paleontológica.  Actualmente la puja se da entre los guardafaunas, encargados del manejo del área y preservación de los recursos, y los turistas y locales que pretenden utilizar la zona para divertimento.

     Ante la falta concientización de la población sobre la importancia arqueológica y paleontológica de esta reserva, abogamos a la difusión e invitamos a visitarla. Consideramos que una forma de cuidar los lugares es respetando la categoría de ordenamiento territorial dado, como lo es esta reserva. Eso implica que sea respetado por todos los integrantes de la sociedad sin excepción alguna.  Otra manera de ayudar es apoyando a la mejora de condiciones laborales de todos aquellos que tienen injerencia en su cuidado, como lo son los guardafaunas y guardaparques de nuestro país.
