Especies en peligro de extinción y la economía: ¿una nueva relación de amistad?

Sabemos que no hay fondos suficientes para ayudar a todas las especies en peligro de extinción. Pero, ¿existe una herramienta para mejorar los proyectos de conservación?

No es una noticia nueva que no hay fondos suficientes para ayudar a todas las especies en peligro de extinción en la Tierra. Estimaciones recientes calculan que existen 1.000.000 de especies amenazadas, y no todas reciben presupuesto. Pero la ciencia de la economía tendría la solución a la falta de presupuesto. Cada vez más, los conservacionistas están reconociendo la importancia de utilizar conceptos económicos para aumentar la eficiencia del presupuesto actual. Recientes estudios muestran que, cuando se consideran conceptos económicos en la toma de decisiones, los beneficios de los programas de conservación podrían aumentar hasta un 100%. En un ejemplo concreto, investigadores en Nueva Zelanda hallaron que podían salvar a 20 especies amenazadas en vez de las 11 que se salvarían si no se aplica ningún concepto económico para priorizar. Esto nos habla de un aumento de la eficiencia del 100% si se usa la ciencia de la economía.

La teoría económica podría brindar la solución para aumentar la eficacia del presupuesto

Estudios, llevados a cabo por investigadores en Australia y Nueva Zelanda, muestran que los conceptos económicos pueden ayudar a mejorar los resultados con un presupuesto determinado. Estos conceptos se resumen en el uso de la relación beneficio/costo para seleccionar qué medidas llevar a cabo. La relación beneficio/costo es un indicador que mide la eficiencia de las acciones. Usar esta herramienta para priorizar proyectos permite a las organizaciones ambientales obtener el mayor beneficio para su presupuesto. Un estudio llevado a cabo por investigadores australianos halló que si factores económicos son ignorados puede haber una pérdida de beneficios de hasta un 80%. Investigadores neozelandeses encontraron que si se aplica la teoría económica en la selección de especies que reciben presupuesto, se maximiza el número de especies que se pueden proteger. A pesar de esta evidencia concreta, en el campo de la conservación los indicadores económicos son ignorados con frecuencia. A pesar de la enorme cantidad de presupuesto que se invierte en conservación, no se ha demostrado que las acciones sean eficientes. Cada vez más especies son añadidas a la lista de especies en peligro de extinción. Esto estaría hablando de malas decisiones a la hora de invertir el presupuesto.

La eficiencia del presupuesto es importante cuando se trata de establecer prioridades. Aquellos proyectos que traigan el mayor beneficio al menor costo, son los elegidos para ser llevados a cabo, maximizando así el beneficio para las especies amenazadas. Por ejemplo, imaginen que hay dos bolsas de naranjas al mismo precio. Una bolsa pesa 3 kg y otra 5kg. Todas las naranjas tienen la misma calidad. La decisión será comprar el paquete de 5kg sin duda. Dar prioridad a los proyectos de conservación puede funcionar de manera similar, si los inversores buscan obtener la mejor relación calidad-precio.

Menor costo y mayores beneficios para los proyectos de conservación

La teoría económica en la conservación de Wester Australia

Western Australia es un estado de Australia casi del tamaño de Argentina o Argelia. Sin embargo, este territorio alberga un porcentaje alto de especies de plantas y animales en comparación con otros países. Por ejemplo, hay más especies de plantas en el Parque Nacional Fitzgerald River en Western Australia que en todo el Reino Unido.

El ecosistema australiano es tan frágil como excepcional: el país tiene una de las tasas más altas de extinción de especies. Sólo para recordar un caso, las generaciones futuras no podrán ver tigres de Tasmania junto con otras 54 especies de fauna y 37 especies de flora que se han extinguido en Australia.

Numbat, una especie en peligro de extincion segun la lista roja de la IUCN en Western Australia

Si Australia desea preservar todas las especies en peligro de extinción, debería invertir unos $200 millones por año. Sin embargo, los fondos federales designados para el Departamento de Biodiversidad, Conservación y Atracciones en Western Australia cayeron de $8 millones en 2009 a $1 millón en 2016. Esta reducción es parte de los sucesivos recortes en varias áreas de la actividad del sector público de los últimos años. Es poco probable que el financiamiento para la conservación alcance el número ideal de $ 200 millones.

La economía podría ser el nuevo trampolín para la conservación

La consideración de los conceptos económicos en la toma de decisiones aumentó la eficiencia de la financiación limitada en Western Australia. Si los beneficios aumentaran en un 20% en Australia, habría un gran potencial para impulsar los programas de conservación en todo el mundo. Aumentar la eficiencia en la conservación podría ser tan fácil como hacerlo para una empresa privada: hacer números y tomar la decisión más eficiente. Estos números permiten a los conservacionistas hacer lo que mejor saben: salvar especies.
